In the left column, select "Topic".

Researching a Public Law

Although the law is often referred to as the 1996 Welfare Reform Act, the 1996 Public Law reforming welfare was P.L. 104-193, "Personal Responsibility and Work Opportunity Reconciliation Act" -- the 193rd law enacted in the 104th Congress.

From the Year of Public Law tab, select "1989-1996".

If you didn't already have the Public Law number you could search for it using the resources in the first box.

The 1996 volume of Congressional Quarterly Almanac provides a narrative discussion about P.L. 104-193 on pages 6-3 through 6-24. The background section of the 1996 narrative includes a reference to discussion of the failed legislation in the 1995 volume, pages 7-35 through 7-52.

The 1996 volumes of U. S. Code Congressional & Administrative News provide the full text of P.L. 104-193 in volume 2 on pages 110 STAT. 2105 through 110 STAT. 2355. The Legislative History section in volume 5 on pages 2183-2893 provides House Report 104-651, House Conference Report 104-725, and the President's Signing Statement.

The 1996 volume of CIS Index: Legislative Histories provides a summary of the legislative history of P.L. 104-193 on pages 316-323. This summary information is also available online.
