"The Board of Contract Appeals decisions, issued by the U.S. Civilian Board of Contract Appeals, are available in full text. The Civilian Board is a consolidated board replacing the following individual Boards of Contract Appeals who previously rendered such decisions for each of the following agencies: Department of Agriculture, Department of Energy, General Services Administration, Department of Housing and Urban Development, Department of Interior, Department of Labor, Department of Transportation and Department of Veterans Affairs. The Civilian Board derives its authority from the Contract Disputes Act, 41 U.S.C.S. 601-613, which establishes a comprehensive system for resolving disputes arising out of federal government contracts. Under the Act, disputes initiated by or brought against executive branch agencies relating to a contract must first be submitted to the agency's contracting officer for decision. If a dispute cannot be amicably resolved, the contracting officer is required to make a written decision stating his or her reasons. The contracting officer's decision is final unless appealed. Appeals can be taken either to the agency's Board of Contract Appeals or to the United States Claims Court. Findings of fact or determinations of law by the contracting officer are not binding on the Board of Contract Appeals or the Claims Court. Appeals from a decision of an agency Board of Contract Appeals are taken to the Court of Appeals for the Federal Circuit."
